The fibres (5), threads (6) or fringe (7) have one free end made with the ability of rotation towards the surface to be cleaned, the active substance is uniformly distributed inside the material, and the active substance is contained in the fibre (5), thread (6) or fringe (7) in a weight proportion of from 0.0001% to 2%, preferably from 0.001% to 0.05%.
EFFECT: increased efficiency of wiping.
