SUBSTANCE: invention relates to video encoding and decoding. A method of decoding an image comprises steps of: determining whether a reference picture of a current block is equal to the reference picture of a candidate block from a plurality of candidate blocks, adjacent to the current block; when the reference picture of the candidate block is not equal to the reference picture of the current block, determining whether both the reference picture of the candidate block and the reference picture of the current block are long-term reference pictures; when both the reference picture of the candidate block and the reference picture of the current block are long-term reference pictures, obtaining a candidate for predicting a spatial motion vector, without scaling the motion vector of the candidate block; and determining prediction of the motion vector of the current block from among the candidates for motion vector prediction comprising a candidate for predicting the spatial motion vector, and generating the motion vector for the current block using motion vector prediction.
EFFECT: high efficiency of motion vector prediction processing.
