SUBSTANCE: inventions group relates to technologies for performing inter-prediction using history-based motion vector prediction. A method for processing a video signal based on inter-prediction is proposed. The method comprises generating a first merge candidate list for the current block based on the spatial merge candidate and the temporal merge candidate of the current block. Next, according to the method, a second merge candidate list is generated by adding a history-based merge candidate indicating motion information of a block encoded before the current block to the first merge candidate list. In doing so, a pruning check is performed for a history-based merge candidate only on specific spatial merge candidates included in the first list of merge candidates.
