SUBSTANCE: device includes an annular pulse generator1, a multiplexer 2, first 3, second 4 and third 5 flip-flops, a pulse counter 6, first 7 and second 8 encoders, a subtractor unit 9, a flip-flop 10, an XOR gate 11, a delay element 12, "Start" and "Stop" signal terminals 13 and 14, respectively, a unit 15 for controlling the period of the annular pulse generator and an arithmetic unit 16. The unit 15 for controlling the period of the annular pulse generator includes a pulse counter 17, a reference generator 18, a register 19 and a frequency divider 20, the input of which is the input of the unit 15 for controlling the period of the annular pulse generator, and the digital output is the output of the register 19.
EFFECT: high accuracy of converting a time interval into a digital code.
