As copper salt it contains salts copper ions of different valence with weight ratio of ions of different valence Cu^I/Cu^II, equal 0.2-2.6/1, as nitrogen-containing ligand it contains monoethanolamine at weight ratio total metal:monoethanolamine 0.7-2.9:1, and complex of copper salts of different valence with monoethanolamine is solid-phase and has the following formula (Cu^IA)_x[(Cu^IIA)₂O]_yL_z, wherein A is anion of hydrochloric or acetic acid, L is monoethanolamine, x=0.041-0.57, y=0.23-0.49, z=0.17-0.45, and weight ratio total metal: carrier consistitutes 1.0-10.0:100.
