FIELD: mining.

SUBSTANCE: device comprises the housing, stepped along the outer diameter implemented with upper, middle and lower radial holes. Outside of the housing the casing forming with the housing a ring chamber is located. This chamber contains the differential bushing fixed on the housing by a shear element. The differential bushing together with the housing provides a possibility of tight separation of the ring chamber into its upper, middle and lower parts in transport position of the device. A packer mandrel, the part of which is placed in the housing, forms with it, at least, one longitudinal flowing channel connecting upper top part of the ring chamber with the packer cavity through the upper radial holes of the housing. The middle radial holes of the housing opposite to the middle part of the ring chamber are blocked by the check valve. The lower radial holes of the housing opposite to the lower part of the ring chamber are blocked by the stepped hollow shear screw. The differential bushing and the housing along their interacting surface in peripheral part form, one above another, the upper and the lower cone-shaped ring cavities, in the last of which the ring spring clamp is located. It has a possibility of recharge - moving into the upper cone-shaped ring cavity at axial moving of the differential bushing to its uppermost position to provide hydraulic communication of the housing cavity with the upper part of the ring chamber through the middle radial holes of the housing and the middle part of the ring chamber. Possibility of locking of the differential bushing in its lowermost position with tight separation of the upper part of the ring chamber from its middle part is provided.
