SUBSTANCE: method is based on injection of pulsed tubular relativist electronic beam into tubular plasma magnetized in the generator section, wherein Cherenkov amplification is ensured for slow plasma wave from noise level of the electronic beam up to saturation level, at that duration of current pulse T of the electronic beam is set in compliance with the following condition: T<L/u+L/V, where: L is length of the generator section, u is speed of electrons in the beam, V is group speed of reflected plasma wave.

EFFECT: excitation of plasma wave oscillation is ensured at all frequencies within the interval defined by the range of plasma concentration change.
