The means for forming comprises at least one set of separation drums and the means for radial pushing and feeding the stacks into the packaging system. The means of pushing comprises at least one pushing device with two or more pushing elements. The pushing elements are inserted between the adjacent drums. The means of stopping the device are adjustable. Adjustment is possible in a tangential direction relative to the separation drum and the orthogonal direction relative to the direction of pushing. Increase in the speed of operation is achieved.
