SUBSTANCE: invention relates to an integrated automated system for developing, passing and enforcing regulatory acts. The system comprises a database server which includes a database of regulatory acts in a formal language and a database of texts of the regulatory acts in a natural language, a client-server system for managing the said databases, wherein the database server is connected through a computer network with automated workstations of regulatory act developers, each including a computer comprising a regulatory act development module, as well as automated workstations for persons reviewing or passing the regulatory acts, each including a computer comprising a regulatory act review and a passage module, as well as automated workstations for regulatory act users, each including a computer comprising a regulatory act enforcement module.
EFFECT: automating the analysis of a legal situation specified by a user and making a decision on the legality of the said situation.
