System comprises a decomposition server integrated by the data network, at least one information storage unit and at least one remote automated workstation of the registered expert user, while the interaction between the decomposition server, the participant authentication server, the server for describing and handling fragment problems, the server for describing and processing author's fragments, the rating server and the server for generating the results of work is carried out through a local computer network built using Ethernet technology. Decomposition server separates the documents into fragments and stores the data in the storage unit of the original fragments, the rating management server is connected to the server for the formation of the results of work, through which the lists of recommended documents for the completion of documents are created.

EFFECT: expansion of functionality through the creation of a map of tasks with a list of documents recommended for refinement.
