FIELD: radio engineering and communication.

SUBSTANCE: invention relates to the field of radio communication systems with code division of channels or using signals with spread spectrum and can be used for transmitting command-program information (CPI) in the control circuit of low-orbit spacecraft (LOS) equipped with satellite television receivers. Technical result is achieved due to the installation of DVB (Digital Video Broadcasting) television signal receivers on the LOS. Television satellite receivers are used as a receiving device for receiving command-program information, transmitted over a covert steganographic channel, organized in a broadcast digital video stream from a television relay satellite located in a geostationary orbit.

EFFECT: higher stability, continuity, efficiency and stealthiness of control of the LOS, simplification of algorithms for establishment and provision of communication in inter-satellite radio link between television satellite-relay and LOS (control object).
