SUBSTANCE: method of carrier administering is offered, which contains the following stages: sending to the user equipment (UE) the alarm for indication of measurement of additional carrier, using UE the report on measurement additional carriers is received when the traffic of the communication downlink (DL) of UE increases if the registered carriers in the current set of carriers of DL communications UE can't meet the requirement of data transmission rate of the traffic of DL communication, according to the report on measurement of additional carriers, at least one additional carrier is configured and activated, and UE is notified to execute the respective operation of configuring. According to the alarm system of DL communication UE can measure the quality of the received signals of additional carrier and control the reception of the controlling information by physical downlink control channels (PDCCH) of additional carriers and data on physical downlink shared channels (PDSCH) of additional carriers.

EFFECT: reduction of data transmission delay and energy consumption of user equipment.
