SUBSTANCE: invention relates to video encoding and decoding. Disclosed is a video decoding method in which: is encoded image data for a plurality of maximum coding units and partition information for coding units in maximum coding unit for a plurality of maximum coding units; and decoding a plurality of maximum coding units according to raster scanning order, decoding current depth encoding units in maximum coding unit according to zigzag scanning order, and decoding units, on which is an encoding unit with current depth according to zigzag scanning order. Maximum coding unit is hierarchically split into one or more encoding units with depths including at least one of current depth and a lower depth, when partition information indicates index for current depth encoding unit, current depth is divided into four units of a lower depth encoding independent of neighbouring coding units, when partition information indicates absence of splitting for current depth receive one or more blocks for prediction of current depth encoding unit.
EFFECT: high efficiency of decoding video.
