SUBSTANCE: invention relates to video encoding and decoding. Proposed device for video decoding comprising: unit for production of bit stream of encoded image data for plurality of maximum coding units and partition information code blocks in maximum coding unit and decoder for decoding plurality of maximum coding units according to raster scanning order, which decodes coding units in maximum coding unit according to zigzag scanning order, wherein maximum coding unit is spatially split into coding units with depths including at least one of current depth and lower depth, when partition information indicates index for current depth encoding unit, current depth is divided into four units of lower depth encoding independent of neighbouring coding units, when partition information indicates absence of splitting for current depth is one or more blocks for prediction of current depth encoding unit. At that, zigzag scanning order for four coding units of lower depth represents same order as raster scanning order for said four coding units.
EFFECT: high efficiency of decoding of high-resolution or high quality video content.
