SUBSTANCE: apparatus for decoding video comprises a receiver which receives encoded video bit stream and receives from a bit stream information on size of maximum coding unit in image and information on hierarchical structure coding units in maximum coding unit; and a decoder which determines a plurality of maximum coding units, on which image is broken down, according to information on size of maximum coding unit and decodes plurality of maximum coding units according to raster scanning order, defines one or more encoding units, on which are hierarchically split maximum coding unit, according to information on a hierarchical structure of coding units, decodes one or more encoding units in maximum coding unit according to zigzag scanning order and decodes four square units of coding unit one or more encoding units according to zigzag scanning order.
EFFECT: high efficiency of decoding high-resolution or high quality video content.
