SUBSTANCE: invention relates to video encoding/decoding image using motion vector. Image decoding device is disclosed. Device has buffer support picture for storage of reference pictures. Device comprises unit for motion compensation for generating prediction unit using reference picture and motion vector of reference picture. At that, motion vector of reference picture is truncated in predetermined fixed range. Image decoding device decodes bit stream in internal prediction mode or in mode of external prediction for outputting reconstructed image.
EFFECT: reduced amount of memory required for storing motion vectors, due to truncation motion vector.
