SUBSTANCE: invention relates to audio codec which supports synthesis of noise for inactive phases. Parametric estimation of background noise continuously updated during active phase or non-mute phase so that formation of noise may begin at once when switching to inactive phase after the active phase. Spectral range very effectively used to define background noise, thereby providing synthesis of background noise, which is more realistic and therefore results in more transparent switching active phase on inactive.
EFFECT: reducing the bit rate with maintenance of achievable quality of noise.
