SUBSTANCE: invention relates to the space industry, to the planning methods of the ground-based automated control and measurement system (ACMS) technical means (TM) use by space crafts (SC) for scientific and socio-economic purposes and can be used in the event of conflict situations involving the use of the ACMS TM. In accordance with a particular embodiment of the present invention, when there are many requests, including time-crossover implementation on one ACMS TM, these requests are assigned with priorities based on pre-defined qualitative estimates and the calculated from them the characteristics weights numerical values and the ACMS and SC TM characteristics parameters, and providing this ACMS TM temporary resources for the request with the highest priority implementation.

EFFECT: increase in the ACMS TM temporary resources provision permission / refusal justification and efficiency for conflicting requests for the CS conducting from the SC.
