SUBSTANCE: invention relates to estimation of services connected to a protected personal data storage system, on basis of functional capabilities of data of services for controlling personal user data. Method of determining access rights to personal user data for user of personal data, where personal data consumer is a service, application or device, operating with user personal data, comprises steps of: a) collecting user requirements to quality of control of personal data by means of collecting requirements, where each requirement to quality of control of personal data relates to at least one function of control of personal data of program interfaces of centralised control of personal data, wherein said requirements are expressed by weight coefficients which enable raking thereof according to significance; b) establishing correspondence between functions of program control interfaces of personal data of system for centralised control of personal data and functions of program control interfaces of personal data of consumer of personal data by means of analysing functional capabilities; c) calculating rating of controlling personal data of consumer of personal data in accordance with established correspondence and said weight coefficients by a means of calculating rating; d) determining access rights to personal user data for consumer of personal data on basis of rating of control of personal data of consumer of personal data by means of controlling privileges.

EFFECT: technical result consists in controlling access rights to personal user data by evaluating consumers of personal data on basis of functional capabilities of controlling personal data of user of said consumers.
