SUBSTANCE: invention relates to decoding images. Method of decoding an image encoded into a scalable bitstream, comprising receiving scalable bit stream comprising repeatedly scanned block bitstreams representing blocks of divided image, wherein each of blocks is encoded in accordance with one of multiple different encoding modes and comprises one or more types of data representing said one coding mode, and including flags indicating types of data; reconstructing said block bitstreams according to said one or more types of data, indicated by flags included in block bitstreams; and decoding each of reconstructed blocks in accordance with one of multiple different encoding modes.
EFFECT: technical result consists in improvement of decoding an image encoded in a scalable bit stream.
