SUBSTANCE: invention relates to a mobile communication system. A closed subscriber group (CSG) cell is a cell which allows use of subscribers. In order to receive a service from the CSG cell, a CSG identifier (CSG-ID) is required to be notified to user equipment, which cannot be obtained outside the reach of radio waves from a non-CSG cell. In a mobile communication system which includes base stations, respectively provided in a CSG cell and in a non-CSG cell, where the CSG cell is accessed using a CSG-ID, issued when use of the CSG is permitted, a base station provided in a CSG cell refers to the reported user equipment identification information and then sends a monitored region update request from the user equipment to the base station, and the base station determines if the user equipment is permitted to use the CSG cell, and if so, transmits a signal to allow allocation of radio resources to the user equipment and the CSG-ID. The user equipment accesses the CSG cell using the CSG-ID.

EFFECT: preventing high power consumption in user equipment.
