FIELD: radio engineering and communications.

SUBSTANCE: for this purpose, closed Subscriber Group (CSG) represents a cell which allows use of subscribers. In order to receive a service from CSG cell, user equipment is required to inform CSG-ID identifier, which cannot be obtained outside reach of radio waves from a non-CSG cell. In mobile communication system, including base stations, respectively, provided in CSG cell and in non-CSG cell, where CSG cell access is carried out using CSG-ID issued when using CSG cell is permitted, base station, provided in a cell CSG, refers to connected user equipment identification information and sends a request for tracked area updating of user equipment in core network, which determines whether user equipment is permitted to use CSG cell, and if use is permitted, it transmits a signal for allowing allocation of radio resources to user equipment and CSG-ID. User equipment accesses CSG cell using CSG-ID.
