Hardware-software system includes interface and control device, peripheral devices controllers, central post dispatcher automated workstation, terminal devices in form of commands generating sources, warning devices and actuating devices. Interface and control device includes RS 232/485 interface unit, interface unit with local area network, speech synthesizer unit, MP3 files playback unit, remote devices bus unit, supply voltage control unit, clock station unit, telephone interface unit, GSM unit, “Tricolor” television broadcast network signals receiving unit, intercoms control unit, radio station control unit, tone frequency channels unit, display unit. Each unit is independent device with own microcontroller. Units are interconnected by system bus.

EFFECT: technical result of invention is increasing efficiency, reliability and accuracy of emergency situations occurrence risk determination and efficiency of public alerting on ocurred situation.
