SUBSTANCE: invention relates to video decoding, in particular, to decoding movement information used during motion-compensated prediction. Technical result is achieved by the fact that candidates generating unit with information on movement with merging in time extracts candidate with information on motion with merging in time, shared for all prediction units in coding unit, from encoded frame prediction unit, not identical to frame, having prediction unit, which is coding object, in case, when information indicating extraction or non-extraction of candidate with information on movement with merging in time, shared (common) for all prediction units in coding unit, is information indicating extraction of candidate with information on movement with merging in time, shared for all prediction units in coding unit. Candidate list creation unit with information on movement with merging generates plurality of candidates with information on movement with merging, including candidate with information on movement with fusion in time.
EFFECT: technical result is higher efficiency of motion-compensated prediction data parallel processing.
