SUBSTANCE: invention relates to the moving images encoding and decoding technology using prediction. Moving image decoding device comprises decoding unit, candidates generation unit with merged motion information, and the merge motion information selection unit. Decoding unit decodes the candidate determination index from the bit stream. Candidates with the merged motion information generation unit retrieves plurality of candidates with merged motion information shared among all prediction unit in the decoding unit. Merged motion information selection unit selects one candidate with the merged motion information from the plurality, and uses the selected candidate in the prediction unit, which is the decoding object. Decoding unit decodes information indicating the reliability or unreliability of the information on whether the candidate is extracted or not.

EFFECT: enabling the prediction data with motion compensation parallel processing high efficiency while performing motion compensation prediction on plurality of adjacent prediction blocks.
