SUBSTANCE: invention relates to encoding/decoding of moving objects. Moving image decoding device adapted for decoding, decoding unit consisting of at least one prediction block, comprising: a decoding unit configured to decode an index determining candidate from a bit stream, wherein index to determine candidate information about motion of merger, used in prediction block, which is object of decoding, encoded as an index to determine candidate; generating unit candidates with traffic information merge, configured to extract a plurality of candidates with traffic information merge shared by all blocks of prediction decoding unit, implemented in a case where information indicating retrieval or unrecovered candidate information about motion merge together all blocks used for prediction decoding unit, is information indicating to extract candidate information on motion merge together all blocks used for prediction in decoding unit; and a selection unit traffic information to merger configured to select one candidate information about motion of merger of plurality of candidates for motion information merge using selected candidate and information about motion of merger block prediction, which is object of decoding.
EFFECT: technical result is high coding efficiency, by adding candidates with information about movement of merger on candidate list with information about movement of merger in order of proximity to target block prediction that prevents appointment of a large index merging unit, located close to target block prediction.
