An improved base station includes: a receiver configured to receive, via the public interface, the air interface management policy sent by the radio access network controller with a radio access network air interface control function; and a processor configured to process air interface user plane data according to air interface management policy. Technical solutions provided by the embodiments implement separation of control plane and radio network user plane via the radio access network controller and an improved base station.
EFFECT: increasing flexibility of the wireless access network.
