SUBSTANCE: ID of the registering vehicle and mobile network cell ID are registered in the switching server. The cell ID is selected in the controlling vehicle and transmitted together with the ID of the controlling vehicle to the switching server; there is a provision of binding of the ID of the controlling vehicle to the ID of the registering vehicle for which the cell ID is registered that is identical to the selected cell ID. The violation of traffic rules or rules of road charge payment are disclosed by means of the registering vehicle, and the recorded data about the violation are transmitted to the switching server, the assigned ID of the controlling vehicle is determined, the record with voilation data is transferred to the controlling vehicle, identified by the specific ID, and the record with violation data is processed in the controlling vehicle.

EFFECT: increase of disclosure of violations of traffic rules or rules of road charge payment and recovery of penalties for them.
