Closure (20, 120, 220, 320, 320A, 420) comprises a housing (30, 130, 230, 430) of the closure to be mounted on the tank (22) which forms an opening through the housing (30, 130, 230, 330, 430) of the closure; a membrane (26, 126, 226, 326, 326A) fixed to the housing (30, 130, 230, 330, 430) of the closure and extending through at least one part of the opening in the housing of the closure; and a tie-down ring (36, 136, 236, 226) that is separate from the housing (30, 130, 230, 330, 430) of the closure and is attached to the membrane (26, 126, 226, 326, 326A) at the opening in the housing closure, so that the user can pull the tie-down ring (36, 136, 236, 226) for tearing at least a portion of the membrane (26, 126, 226, 326, 326A) of the housing (30, 130, 230, 330, 430) of the closure for obtaining either access or enchanced access through the enlarged opening in the housing of the closure.
