SUBSTANCE: in method the message of S9 session establishment activation, which is used for S9 session and first S9 undersession establishment activation, is received by Visited-Policy and Charging Rule Function (V-PCRF) from key Home - Policy and Charging Rules Function (H-PCRF). The first S9 undersession is used to manage policy on traffic directe into Evolved Packet Core (EPC); to define by node V-PCRF whether S9 session is established or is in the process of establishing; and, if it is determined that S9 session has been established or is in the process of establishing, to transfer information, that S9 session has been installed or is in the process of establishing, from V-PCRF to H-PCRF.
