SUBSTANCE: on the transmitting side, the reference stream is emitted by point emitters at the wavelength λ1, is modulated by synchronising and overhead information, and the main information stream is radiated by a matrix of point emitters at a wavelength λ2. Radiation wavelengths λ1 and λ2 are chosen so that the attenuation coefficient of the optical medium of radiation with a wavelength λ1 was greater than the attenuation coefficient of radiation with a wavelength λ2. An apparatus for transmitting information in an open optical environment between moving objects comprises a receiving 1 and a transmission part 2 structurally connected to each other and consists of a television camera 11 sensitive to incoming spatially aligned streams of a computing device 12 controlling two modulators 23 and 24 connected to k point emitters with a radiation wavelength λ1 and a matrix of 25 point emitters with a radiation wavelength λ2.

EFFECT: improving the efficiency of the method and the device by taking into account the spectral characteristics of the optical medium and the stability of the separation of flows in the mutual movement of communication objects.
