The first controller 71 performs the EPS mode using one electric motor when at least one of the second rotation controller 72 and the second rotary electric motor M2 is faulty in a state in which the first rotation controller 71 and the second rotation controller 72 perform the SBW mode using two electric motors.

EFFECT: fault-tolerant mode is activated with full use of the advantages of having several electric motors.
