SUBSTANCE: device for laying and feeding paper sheets contains a laying impeller mechanism, supply roller and a pinch roller. The laying impeller mechanism contains a stowing wheel and a guide element. The wheel is located near the sheet feeder. The wheel has several elastic blades on the outer circumferential surface. The guide element is located near the stowing wheel. The guide element guides the blades of the stowing wheel. When the stowing wheel is rotated in the direction of feeding the paper sheets to the sheet feeder, the blades enter the path of travel. When the stowing wheel rotates in the direction of delivery of paper sheets from the sheet receiving device, the blades are retracted from the travel path.
EFFECT: eliminating the need to remove the stowing wheel from the path of the sheets.
