SUBSTANCE: tool holder (100) has a body (102) of the holder and an upper and a base jaw (104, 106). A cutting plate (152) is placed between the upper and the base jaws (104, 106). An elastic recess (110) is positioned adjacent to the rear end of the upper jaw (104) providing deflection of the upper jaw (104) towards the base jaw (106). A channel (120) for the cooling medium of the upper jaw has an inlet (121) of the upper jaw in fluid communication with the elastic recess (110) and an outlet (123) of the upper jaw that opens in a front end of the upper jaw (104). A channel (114) of the tool holder body has an outlet (113) of the tool holder body in fluid communication with the elastic recess (110). The insert (126) for the tool cooling medium is made of compressible material and arranged in the elastic recess (110). The insert (126) for the cooling medium has a channel (128) for the cooling medium passing therethrough forming a fluid path from the channel (114) for the cooling medium of the holder body to the channel (120) for the cooling medium of the upper jaw.
