FIELD: physics.

SUBSTANCE: there is a method for decoding video data. Method contains the phase, in which receiving a stream of bits, which includes the sequence parameter set (SPS), which is active for encoded image associated with the presentation of secondary extension information (SEI) for timing the images, and the SPS includes a syntax structure of the parameters of the hypothetical reference decoder (HRD). Further, according to the method, obtaining, from the syntactic structure of the HRD parameters of the said SPS, the sequence level flag. A sequence level flag equal to 1 specifies that the delete delay parameters from the sub-picture of the coded picture buffer (CPB) are present in the SEI message on the image timing.

EFFECT: increasing the efficiency of encoding, decoding video data.
