SUBSTANCE: method comprises: based on the determination that the temporal layer including the first picture and the second picture has a constant bit rate, decoding the clocking information for the video data. The timing information includes an integer value for the video data; determining the value of the difference between the presentation time of the first picture and the presentation time of the second picture in such a way that the value of the difference is equal to the integer value multiplied by the clock value of the system clock. The first picture and the second picture follow one another in the order of output; and the representation of the first picture at the first instant of time and the representation of the second picture at the second instant of time such that the difference between the second time and the first time is equal to a certain value of the difference.

EFFECT: reducing the delay of video applications.
