SUBSTANCE: invention relates to operations and communication performed between devices in radio communication networks. Method comprises obtaining, from a UE profile node, an operating system identifier (OSId) for an operating system of UE, determining, based on the OSId, an application policy for offloading data from a primary access network to a secondary access network for a software application, network routing rule and type of software application are identified by OSId, defining an application node within an inter-system, routing policy node of a second ANDSF management object, providing the second ANDSF management object to the UE.

EFFECT: technical result is development and operation of policy based on the access network discovery and selection function (ANDSF).
