SUBSTANCE: invention relates to a communication domain implemented between devices in radio communication networks. Multi-mode terminal device (UE) comprises a receiving component for receiving the ANDSF control object from the search and selection server (ANDSF), at that the specified ANDSF control object contains an inter-system routing policy (ISRP) based on the operating system ID of the specific application (OSAppId) for the software application, where OSAppId is associated with a software application and uniquely identifies a specific version of the software application for execution in a specific version of the operating system UE, and the specified ISRP policy contains a network application routing rule for downloading application software data, at that the ISRP includes a rule for uploading data on a non-seamless basis or a rule on a stream basis; and a routing component for discharging the data generated by the software application to the secondary access network according to the ISRP policy.

EFFECT: ensuring the unloading of the software application data through the use of policy based on the ANDSF function.
