Device for user equipment (UE) includes one or more processors configured to synchronize with an independent synchronization source (I-SS) based on the first synchronization signal received from the I-SS; determine whether the signal strength received from the I-SS is below the threshold value; and transmit a second synchronization signal propagating synchronization information received from the I-SS to one or more peer UEs outside the I-SS coverage area, if the I-SS is below the threshold, while the second synchronization signal comprises a device-device synchronization signal (D2DSS).

EFFECT: technical result is to improve the quality of public VoIP security services in outside-the-network coverage scenarios or in partial coverage scenarios.
