SUBSTANCE: invention relates to communication. User equipment (UE) is configured to scan device-to-device synchronization sources based on scan configuration information. UE is configured to send a device-to-device synchronization source detection report to the enhanced Node B (eNB) of the Evolved Universal Terrestrial Radio Access Network (E-UTRAN) in response to determining that the device-to-device synchronization source corresponds to one or more reporting requirements of the scan configuration information. UE is configured to receive data from eNB allowing UE to function as a synchronization source and transmit signals to provide a reference synchronization signal for one or more UEs in a coverage area including a device-to-device synchronization source.

EFFECT: system can be used both for public safety and for providing social security services where it is possible to provide.
