SUBSTANCE: group of inventions refers to a method for exchanging data with spacecraft (SC) and a ground control complex. Ground control complex contains two sets of flight control facilities of the spacecraft, corresponding to the first and second flight control center (FCC1 and FCC2), a ground station of the command measurement system (CMS GS) connected through a data line of control actions, telemetry information (TMI) and information of functional control (IFC) in a certain way. For data exchange with the SC, control actions are made in the FCC1, which are transmitted through the FCC2 and CMS GS to the SC, receive the TMI from the SC to the FCC1 through the FCC2, receive IFC from the CMS GS to the FCC1 through the FCC2, and also a report on the response to the control actions coming from the FCC2.

EFFECT: provides information security of access to the CMS GS, increased management reliability.
