FIELD: physics.
SUBSTANCE: apparatus consists of emission wires (5) suspended on supports of different heights and located under a high constant potential relative to the ground (7). The wire suspension system consists of two supports of height Ho (1), between which a cable (3) is tensioned, through which the emission wires (5) are suspended at distances D0≈Ho in the transverse directions. The emission wires (5) terminate on two parallel elements of the structure (4) between supports of height H1<Ho (2), arranged so that the condition D≈H is observed for all sections of the emission wires (5).
EFFECT: change in the electrical state of the atmosphere in order to change the weather conditions.
