SUBSTANCE: device has at least two conductors arranged above ground surface by means of supports with insulators and located near each other and parallel to each other. Each conductor is connected with high-voltage source. Both conductors are under electrical potential of the same sign. One of conductors is connected with autonomous high-voltage source with periodic change of potential on this conductor. EFFECT: higher efficiency. 4 cl, 1 dwg
