SUBSTANCE: invention relates to drilling equipment and can be used in the composition of the drill string bottom when drilling directional, horizontal and multi-hole wells in a rotary system. Controlled rotary device includes co-axial bit, a shaft and a body suspended thereon by means of bearings, from the outside having at least one side protrusion in the form of a blade, which periphery radius is greater than the bit radius, on the facing the bit side is provided with at least one cutter, which cutting edges overlap the distance between the protrusion and the bit radii in the radial direction, and a control unit consisting of a hydro-piston actuator containing a piston with external guide grooves and a central channel having a stroke from an upper position to a lower one, spring and a body branch pipe provided with at least one pin for interacting with the piston guide grooves while controlling its movement, and the shaft with the body locking mechanism in their definite mutual circumferential position. Shaft with the body locking mechanism consists of two elements of their mutual engagement, one of which is made on the body, and the other is on a bushing, which is kinematically connected to the piston and shaft and having with the latter engagement in the circumferential direction and the freedom of axial movement relative to it within the piston stroke.

EFFECT: providing an increase in the efficiency of the of horizontal wells with long shafts construction.
