SUBSTANCE: invention relates to image processing. Image processing apparatus is disclosed comprising a circuit configured to perform the first motion compensation by using the first motion vector of the encoded image to generate the first motion compensation image; to perform a second motion compensation by using the second motion vector of the encoded image to generate a second motion compensation image; to generate a predicted image by performing the filtering processing and summing processing on the first motion compensation image and the second first motion compensation image; and to encode the image based on the generated predicted image.
EFFECT: technical result is to enable the generation of a predicted high-precision image by a small amount of control data.
