SUBSTANCE: invention relates to communication. Present invention discloses the secondary carrier component (SCC) activation control device and method of the new carrier type (NCT), the activation control method, and the base station device. Activation control device comprises: measurement unit for the radio link measuring relative to the SCC by measuring at least one of: demodulation reference signal (DM-RS) and the channel status indicator reference signal (CSI-RS); and the activation control module for the activation control performance relative to the SCC based on the measurement result.

EFFECT: according to the new NCT characteristics and network structure changes, the present invention proposes reference signals, which are used in the SCC NCT measurement, which allows to accurately and properly measure the SCC NCT.
