SUBSTANCE: invention relates to mineral materials used in construction industry, in particular the creation of pavements, and can be used in preparation for the use of one of the components of asphalt-concrete mixtures, namely mineral powder. In the method for preparing a mineral powder as a component of an asphalt-concrete mixture, a raw material in the form of stone material or industrial waste powders are granulated in the presence of an activating mixture taken in amount of 1.5–3 % by weight of a raw material and containing bitumen and anionic surfactant as which fatty acids of tall oil are used at a ratio of bitumen : surfactants from 99:1 to 95:5, the resulting granules are subjected to drying and subsequent grinding. Invention is developed in a subclaim.

EFFECT: increased efficiency of the preparation process by reducing the time of the process and reducing fuel consumption.
