SUBSTANCE: invention relates to methods for encoding and decoding images in which the image is divided into blocks and prediction is performed. The expected result is achieved by the fact that the presented solution includes a merge candidate constructor, made with the possibility of compiling a list of merge candidates; a normal merge candidate selector made with the option to select a normal merge candidate, which is a unidirectional or bidirectional prediction, from a list of merge candidates based on the merge index; and a triangle merge candidate selector made with the possibility of selecting the first triangle merge candidate, which is a unidirectional prediction, from the list of merge candidates based on the first triangle merge index and selecting the second triangle merge candidate, which is a unidirectional prediction, based on the second triangle fusion index, moreover, the first triangle merge index and the second triangle merge index, respectively, select the first triangle merge candidate and the second triangle merge candidate from the list of normal merge candidates in mutually different priority orders.

EFFECT: reduction in computational load and an increase in coding efficiency.
