SUBSTANCE: invention relates to the field of automated systems for program-targeted planning and management of complex organizational and technical systems. System for forming the variants of the strategy for long-term planning of measures includes a block of data on the monitored object, a correction block for the purpose of the forecast and the objectives of the feedback, block of formation of the properties of the monitored object on the basis of new characteristics, a block for assessing the development of the properties of objects, a block simulating the environment affecting the controlled facility, a block model for updating the properties of the monitored object. Structure of the system additionally includes block-models of actualization of the properties of the environment affecting the controlled object, a block of data on the environment influencing the controlled object, intended for the collection and storage of quantitative characteristics characterizing the properties of the environment affecting the controlled object, block for the formation of scenarios for the development of the parameters of the change affecting the controlled environment.
EFFECT: technical result consists in expanding the arsenal of means for the same purpose.
