SUBSTANCE: invention relates to automated systems for program-target planning and control of complex organizational and technical control systems for railway transport. System for formation of strategy of long-term planning of trains passing through railroad polygon comprises simulation unit, which output is connected to input of output forms forming unit, an analysis and correction unit, a unit for generating reference information of a first level, a unit for generating data on initial arrangement of a first level, a unit for generating data on the approach of trains, an intelligent information processing unit, a unit for generating initial data, hybrid multi-dimensional model generating unit at macro level, system agents initialization unit, system agents property generation unit, train traffic generation unit, central reference data base formation unit, unit for generating a database of detailed reference information on rail circuits and stations, unit for generating data from rail circuits, unit for generating train graphs, railroad train formation plan formation unit, locomotive rotation plan formation unit and locomotive crew turnover plan formation unit, at that, the output of the output forms forming unit is connected to the train schedule generation unit input, which output is the device output, first, second and third inputs of the unit for generating reference information of the first level are connected to the output of the analysis and correction unit, respectively, with output of central reference data base data generating unit and with information output of intelligent control system on railway transport, to which is connected input of data forming unit on initial arrangement of first level, the output of the unit for generating reference data of the first level is connected to the first input of the simulation unit and to the first input of the hybrid multidimensional model generating unit at the macro level, second input of which is connected to output of unit for generating data on initial arrangement of first level and first input of unit for generating properties of system agents, output of which is connected to third input of hybrid multidimensional model generating unit at macro level, fourth input of which is connected to output of initial data generating unit, and the output of the hybrid multidimensional model formation unit at the macro level is connected to the trains schedules generation unit inputs, railroad train formation plan formation unit at the stations, the locomotive rotation plan formation unit and the locomotive crew rotation plan formation unit, which outputs are connected to the simulation unit second, third, fourth and fifth inputs, respectively, the sixth input of which is connected to the output of the hybrid multidimensional model generation unit at the macro level, seventh input of simulation unit is connected to output of database formation unit of detailed reference information on rail circuits and stations, the simulation unit eighth input is connected to the output of the data generating unit from the rail circuits, to which are connected the input/output unit of the data acquisition unit on the initial layout of the first level, the input/output of the database formation unit of detailed reference information on the rail circuits and stations, system agents initialization unit input, system agents property generating unit connected to the system agents property second input output, and the automated control system automated information input, which is connected to the third input of the system agents property generating unit, with the ninth input of the simulation unit and the input of the intelligent information processing unit, the output of which is connected to the input of the initial data generating unit through the train data generation unit.

EFFECT: enlarging the application scope of the system in terms of planning and managing long-term technical and technological development of the railway range, taking into account both expected future loads and the technical condition of the sections and stations at specific times.
